You are right, what you said is just what I found in 交通规则. The problem is left turn car should not go too far the he wait on green light. So if he has no chance at this time he won’t affect other car.

why 开出停车线的左转车会不止一辆? In the 交通规则, it says that the left turn car can not go out of the line over then half of his body.

why are not you to get the ticket under such condition? I did not say you can always pass the line, did I?1. You have to follow the left turn signal if there is one.
2. Follow post #736598 if there is no left turn signal or it is changed from "<-" to green, stop on the line if it is changed from "<-" to red.
