Yes but his application for TRV won't be approved as per IRPA, he is not eligible to file in USA as he has not been living there for ONE year.

我们知道TA的申请按照移民法１００％不符合递交BUFFALO， 所以我们不接受这个案子, 除非递交居住地／原住国.而且要先调DISCLOSURE去看上次拒签的详细理由（不是拒签信）。
