I don't have Bell Express, but watched it for several month when my former landlord had it. I also compared it with Digital Cable and Star Choice when I moved to my new apartment.

I think Bell Express and Star Choice is nearly same, there is not much difference between this two in price and channels. But I personally perfer Star Choice because the quality of customer service of Bell is not very good and the program package of Star Choice is better. Both of them have chinese channel (same price 19.95/m). I could not get comments on chinese channel since I didn't watch it.
Unfortunately I could not get any satellite TV since my balcony faces west and no where can install the plate. I find Digital Cable could not catch up with satellite TV.
