it's easy to: block all entrance to all the famous sites; close all camp grounds/tram-ways/cruises etc. They have more than enough people to do all this. Remember, they strike to get a good deal. If they can make the situation worse, the better.
Gov is tring to postpone the report date (from Jul 26 to Aug 10) so as to avoid the rush season when they strike and so gov will be in a better neogociation position. Though nobody like the strike, it's highly likely.

In my opinion, all public employees should be forbidden to strike.
